Independence Blue Cross: Updates on Two New Pennsylvania Laws
On June 10, 2009, Governor Edward Rendell signed two new laws: one is known as "Mini-COBRA,"
and the other addresses health insurance coverage for adult children.
Mini-COBRA:
This state law allows employees (and their eligible dependents) who are employed
by a small business (2-19 employees) to be eligible for Pennsylvania mini-COBRA
benefits if they are terminated due to a qualifying event after July 10, 2009. Note-
there are key differences between the PA mini-COBRA benefit and federal COBRA benefits.

Health insurance coverage for adult children:
Group employers have the option to extend the age for health insurance coverage
for adult dependents through age 29 and end coverage when the dependent turns 30.
Dependents must meet certain requirements in order to qualify for this coverage.
